Tilmann Liebert co-leads projects on the Sustainable Procurement & Infrastructure Programme. He provides governments with technical assistance on public procurement and Public-Private-Partnership arrangements, low-carbon development and master planning for sustainable industrial zones. He has also researched and published on renewable and fossil fuel energy policy, including subsidies, and sustainable consumption and production. Before joining IISD, Mr. Liebert worked at UNEP-DTIE, where he co-drafted the Renewable Energy Chapter of the Green Economy Report and researched on international competitiveness of renewables industries. Previously he also worked with a Member of the European Parliament on EU Budget design and EU-China affairs. He studied international affairs with a focus on energy and environment policy and economics at the University of St. Gallen, Switzerland (B.A./M.A.) and the Fletcher School of Law and Diplomacy, Tufts University, USA (M.A.).
