Craig Hart recently joined the People’s University of China in Beijing as a member of the Faculty of the School of Environmental and Natural Sciences, where he focuses on carbon markets. Craig Hart has been a practicing attorney in the fields of energy law, carbon management and capital markets. He represented project developers, lenders, and investors in energy and infrastructure project finance, carbon finance, venture finance, and private and public offerings of debt and equity. Since 2003, he has represented the depositary and execution agent in public bond offerings representing approximately two thirds of US tender and exchange offers.

Mr. Hart has extensive experience with a broad range of renewable and conventional energy technologies, including under the Clean Development Mechanism. He has substantial experience in energy infrastructure projects in China and the Middle East. He has represented project developers in the United States and People’s Republic of China in carbon capture and sequestration (CCS) research and demonstration projects, and has advised industry groups, international organizations and governments on CCS regulation in the United States and Asia. He has represented project developers and carbon funds in Clean Development Mechanism projects in over a dozen countries in Asia and Latin America, and served as legal counsel to the Asian Development Bank’s Future Carbon Fund.

Mr. Hart served as a law clerk to The Honorable Lisa Hill Fenning in the U.S. Bankruptcy Court for the Central District of California and to The Honorable Richard W. Goldberg in the U.S. Court of International Trade. He was the 2007 Climate Change Law Fellow at the Center for International Environmental Law in Washington, DC. Mr. Hart holds a B.A. and J.D. from the University of California at Berkeley, an M.A. from New York University, and a Ph.D. from the Massachusetts Institute of Technology.
